日米同盟は、艦艇の維持整備、航空機部品、基地運営、建設、輸送といった 産業協力にますます支えられています。DICAS（日米防衛産業協力・取得・ 維持整備）のような枠組みは、より多くの日本企業を米国の防衛サプライ チェーンに迎え入れようとしています。

課題は能力ではありません。日本企業は自国の顧客に対して、すでに高い 水準でこの種の仕事をこなしています。課題は「進み方」です。公告は 英語のみ。SAM・NCAGE 登録の道筋は国外からは不透明。FAR・DFARS・ SOFA との関係は馴染みがない。そして、何日もかけて取り組む前に、 その案件が現実的に受注可能なのかを見極める手立てがありません。

その結果、実力のある企業がスタートラインにすら立てず、同盟は必要な サプライチェーンの厚みを欠き、地域経済は本来取れたはずの仕事を 失っています。

ハシケは、その入口を短くするために存在します。案件を見えるようにし、 要件を理解できるようにし、日本企業の参加を後押しする。それが、 米国とのビジネスを通じて同盟と日本経済の双方を強くすると信じています。

The US–Japan alliance increasingly runs on industrial cooperation — ship sustainment, aircraft components, base operations, construction, logistics. The bottleneck is not capability; Japanese firms already do this work to a high standard. The bottleneck is navigation: English-only notices, an opaque registration path from outside the US, unfamiliar rules, and no easy way to judge whether an opportunity is winnable before investing days in it. Capable companies never reach the starting line — and the alliance loses supply-chain depth while the local economy loses business it could have won. Hashike exists to shorten that on-ramp.

艀（はしけ）は、岸壁に接岸できない大型船の沖まで漕ぎ出し、船に 横付けして荷を受け取り、岸へ運ぶ小さな平底船です。どの船籍でも、 どの軍種でも、錨地の船はすべて艀が運びます。

A hashike is a lighter — the flat-bottomed boat that goes out to the ship too big to come alongside the pier, takes on its cargo, and brings it ashore. US federal contracting is that deep-draft ship. Hashike is the boat that meets it and brings the cargo to your shore.
